An Analysis Of Democratisation Process In The Period Of The AKP Through The EU Reports

Abstract


Transparency is very significant in the process of public policies’ formulation, implementation and evaluation in democratic regimes. Correlation between the chance of taking the ruling authority for the state for the next term and success level for the previous term is high. Thus, the following two documents play a significant role in terms of being policy instruments and political documentaries. First, party doctrines represented to public by a political party which desires for governing the state. Second, government programs of a political party which wins the general elections.

Yet, the parliament alone is not enough to control and evaluate public policies. It is also be required special institutions, notably, strong civil society and media.  Additionally, international institutions whose legitimacy is proven at global level contribute to the process. Particularly, annual assessment reports of the EU also have important function in Turkey. Whether or not the objectiveness of these reports is at issue, they are also valuable for they reflect a view from outside and they are open for criticism.

In this paper, the policies of AKP governments, come to the power without the support of a coalition partner for the longest time after the transition to a multi-party system in the history of Turkey, are evaluated through the party’s government programs and annual progress reports of the EU that watch the programs. Taking account of the governments’ programs and the progress reports’ content and their sectoral range, the evaluation is limited with only the democratization process. Reports and documentations of the policies are evaluated through comparing method and method of analysis. Similarly, reports of the international organizations, that the Republic of Turkey is a member of, on the democratization process are also considered in the analysis. In short, the mileage that the Republic of Turkey has gone on democratization about 15 years period objectively evaluated through inner and outer observations, in terms of their similarities and contrasts.
