The Concept of Competencies for Educational Assessors

Abstract


The reasons to study competencies for external educational assessors for school quality assessment in Basic Education Level in Thai education. There is a need for more systematic study of core competencies for educational evaluators to conduct effective school quality assessments. Evaluation associations, experts, and practitioners have been concerned about the quality of assessors and the effectiveness and usefulness of evaluation practice and findings provided to clients and stakeholders. The sources of data were literatures, documents and researches about educational evaluation and assessors’ competencies. The 22 theory research reports in 1984 – 2009 were synthesized. The instrument used for the data collection was the document record. The data were analyzed with content analysis. The result found that the concept of competencies for educational assessors consist of 3 components - Knowledge, Skill, Attitude.
