Abstract


Ahi-order, in view of providing an institutional structure of civic participation and is a good governance practice that encourages participation. It also supports the establishment of public institutions for better governance structures in city. Governance can be described as a kind of effective communication and interaction system, co-administration sense. Here, each of the actors is accepted as stakeholders and administrative structures are created by public and non-state organizations. Co-administration would facilitate the identification of needs and the monitoring of resource usage and provides an efficient and effective use of resources.

The most important elements influencing the Turkification and Islamization of Anatolia by the expression of Fuat Köprülü were Baciyan-Rum, Abdalan-i Rum ve Gaziyan-i Rum and Ahiyan-i Rum. The association of Ahi-order, with the understanding of Futuwwa, was established as a civic cooperation by Ahi Evran. Ahi-order has strengthened the social fabric and brought a discipline and order to economic activities within the hierarchy of apprentices and masters. Ahi-order became the official institution of artisans and craftsmen after the 15th century and with the principles of Ahi-order the foundation charter of artisans and craftsmen were formed. From this point on, the main purpose of the study will examine the tradition of Ahi-order and reflections on ruled and ruler relations on the governance axis. In this context, governance principles and ethics principles will be mutually examined. Ahi-order, will be questioned as a governance based civil structure. It is expected that the work will reveal the connection between the concept of governance, which is a modern discourse, and the concept of Ahi-order.
