Küresel İstihdam ve Sosyal Görünüm Yapısının Değerlendirilmesi-2017

Abstract

Özet

Bu çalışma, Uluslararası Çalışma Örgütü (ILO) 2017 Küresel İstihdam ve Sosyal Eğilimler raporu ekseninde, dünyadaki gelişmeleri makro boyutta değerlendirmek amacıyla kaleme alınmıştır. İlgili amaç çerçevesinde dünyadaki mevcut durum; küresel büyüme verilerinin analizi, işgücü piyasası ve sosyal görünüm başlıklarında incelenmiştir. İlk başlık altında genel hatlarıyla küresel büyüme oranlarına değinilmiştir. İşgücü piyasası başlığı altında, işsizlik, zayıf/savunmasız istihdam, düzgün iş gibi konular; gelişmiş, orta gelirli ve gelişmekte olan ülkeler kapsamında yorumlanmıştır. Sosyal görünüm başlığı altında ise sosyal huzursuzluk, çalışan yoksulluk, göç, ekstrem yoksulluk ve toplumsal cinsiyet gibi konular değerlendirilmiştir.

Çalışma, ILO temel verileri yardımı ile fenomolojik kavrayışlı bir yöntemle rapor incelemesine dayanmaktadır. Dünyada meydana gelen iktisadi ve sosyal gelişmeler ile işgücü piyasası dinamikleri, yakın zaman serilerini içeren ILO istatistikleri yardımıyla değerlendirilmiştir.

Dünyada işgücü piyasası ve sosyal alanda meydana gelen değişikliklerin makro boyutta değerlendirildiği çalışma sonucunda, genel gidişatın iyiye doğru evrilmediği tespit edilmiştir. İşgücü piyasaları açısından; istihdamda artış görülmekle birlikte işsizliğin yüksek seviyesini koruduğu, zayıf/savunmasız istihdamda küçük iyileşmelerin olduğu ancak düzgün iş kapsamında çalışmayanlar ile çalışan yoksulların hala önemli ölçüde fazla olduğu sonuçlarına ulaşılmıştır. Sosyal görünüm açısından ise küresel sosyal huzursuzluğun giderek arttığı, çalışan yoksulların kötü durumdan kurtulmak için yoğun olarak göç ettiği, dünya genelinde kronikleşmiş ekstrem yoksulluğun oluştuğu ve kadınların işgücü piyasasındaki konumlarında belirgin iyileşmelerin olmadığı tespitleri yapılmıştır.

Evaluation of Global Employment and Social Outlook-2017

Abstract

This study was taken on the axis of the International Labor Organization (ILO) 2017 Global Employment and Social Trends report to assess the global developments in the macro dimension. The current situation in the world has been examined in the analysis of global growth data, labor market and social outlook within the framework of the objective. In the first chapter, global growth rates are generally mentioned. Under the title of labor market, topics such as unemployment, weak / vulnerable employment, proper job have been reviewed within the context of developed, middle-income and developing countries. Under the heading of social outlook, issues such as social unrest, working poverty, migration, extreme poverty and gender have been evaluated.

The study is based on a report analysis with the help of ILO basic data with a phenomological conception. Economic and social developments in the world and labor market dynamics have been evaluated with ILO statistics including recent time series.

As a result of the macro-scale evaluation of changes in labor market and social environment in the world, it has been found that the overall course does not evolve to a good extent. In terms of labor market; although there is an increase in employment, it is concluded that the unemployment remains at a high level, there are minor improvements in weak / vulnerable employment, but the poor working with those who are not working properly are still significantly larger. In terms of social outlook, it has been found that the global social unrest is increasing, the working poor migrate to escape from the worst situation, chronic extreme poverty still occures worldwide, and women have no significant improvements in their positions in the labor market.
