The Globalization and the Implications for Public Accountability: Turkey Case

Globalization is a phenomenon which covers a great variety of tendencies, and thus has a profound impact on political, economic, social and cultural life. The definition and functioning of the state has changed dramatically in the age of globalization. The ongoing process of globalization has introduced a range of new power-holders, such as multinational corporations and transnational social movements whose actions have a great impact on people’s lives.
The classical and hierarchical Weberian state is no longer compatible with the emergent needs of modern states. The higher efficiency and accountability expectations triggered the need for re-conceptualising the state functions and a new term is invented to define this process; re-inventing government.
This study aims to evaluate and analyse the recent financial/administrative reforms in Turkish public administration along with the globalization processes which have been deeply effective on the nature and role of the late modern states. As it poses a strong challenge to main ideological mindset of the traditional public administration, the term “New Public Management” is now viewed as a new paradigm for public sector.
In Turkey, with Law no 5018, public finance management and control system is reconstructed in line with the contemporary NPM-oriented understanding. In this respect, Turkey has made comprehensive legal framework to establish and implement internal system of control in public sector. As a result of reforms in public administration, the transformation of public administration into public management brought about a profound change in basis, actors, and mechanisms of public accountability and control.
