ABSTRACT
This paper is socio-economic analysis of the perceptions of economic institutions in Montenegro. Results of the study conducted with 300 (N=300) entrepreneurs living and, or just working in Montenegro are presented. The sample includes entrepreneurs who own small, medium or big companies. Their perceptions about main economic institutions, such as market and property are described through series of indicators. Their dissatisfaction regarding those institutions was captured clearly so we have tried to understand this data in the light of “deliberative potential”. Meaning that those entrepreneurs could tried to use mechanisms aiming to reshape institutions by power of their argumentation such as: association (joining); creating initiatives; or enhancing public debate. However, other social interests and power relations prevent development of these mechanisms in Montenegro. These are found to be intermediate variables that we describe as objective and represented in official statistics but in previous research as well. Further on we explore the role of egzogenus developmental factors. These factors are gaining in importance with Montenegro’s participation in international agreements and memberships. Our conclusion is that those egzogenus factors are of highest importance for the reshaping of the institutions that condition entrepreneurs business. In the end of the paper we make assumptions about possible consequences of the expected unified regional market expected to be build but the one that will without any doubt influence new reshaping of the economic institutions we analyze here.
