ÖZET

Genel kabul görmüş bir tanımı olmamakla birlikte terörizm, içerisinde şiddet içerikli eylemi, ideolojik bir amacı ve örgütlü bir yapıyı barındıran kolektif hareketlerdir. Terörizm, bilişim ve iletişim teknolojilerindeki gelişmelerin de etkisi ile günümüzde yalnızca az gelişmiş ve gelişmekte olan ülkelerin karşı karşıya kaldığı ulusal bir sorun olmaktan çıkmış; yerküredeki tüm ülkeleri olumsuz yönde etkileyen ve her boyutu ile analiz edilip çözümlenmesi gereken küresel bir sorun hâlini almıştır.

Terörizmin küreselleşmesi açısından 11 Eylül saldırılarını milat olarak ele almak gerekir. Terörizmin küreselleşmesi hususunda meydana gelen bu dönüşümü ABD Eski Başkanı G. Bush’un “Artık hiçbir şey eskisi gibi olmayacak” sözü özetlemektedir. Bu saldırı sonrasında terörizmle mücadele konusunda uluslararası bir konsensüs oluşmuş ve terörizmin nedenleri ve sonuçları psikolojik, sosyolojik, siyasî, ekonomik, mâlî boyutlarıyla etraflıca araştırılmaya başlanmıştır.  Özellikle terörizmin ekonomik ve mâlî boyutu son yıllarda daha da ilgi çeker bir hâl almıştır. Zîra terör olayları başta ekonomik büyüme olmak üzere birçok kanaldan ekonomik ve mâlî değişkenleri olumsuz yönde etkilemekte ve ülkelerin ekonomik hedeflerine ya hiç ulaşamamasına ya da daha geç ulaşmasına neden olmaktadır. Bu çalışmada öncelikle terörizm kavramının kavramsal çerçevesi çizilmekte; terörizmin hem ekonomik hem de mâlî etkileri üzerinde durulmaktadır. Ardından, 1980 sonrası sürece tekâbül eden yaklaşık 40 yıllık dönemde terörle mücadeleye ciddi bir kaynak tahsis etmek zorunda kalan Türkiye ekonomisi açısından terörle mücadelenin ekonomik ve mâlî etkilerine değinilmektedir. Son olarak da terörün ekonomi üzerindeki olumsuz etkilerini minimize etmeye yönelik ne gibi tedbirlerin alınabileceğine ilişkin öneriler sunulmaktadır.

ABSTRACT

Although there is no generally accepted definition of terrorism, it is collective actions comprising violent action, ideological purpose, and an organised structure. Terrorism has gone beyond a national problem that only underdeveloped and developing countries suffer from, under the influence of developments in informatics and communication technologies and it has become a global problem that negatively affects all countries in the earth and needs to be analysed and solved in all its aspects.

In terms of globalisation of terrorism, September 11, attacks should be handled as a milestone. This given change was summed up by former US President G. Bush's words, as "Nothing will be like old one anymore." After this attack international consensus has emerged about fighting against terrorism. At the same time, the causes and results of terrorism have been investigated extensively in terms of its psychological, sociological, political, economic, and fiscal dimensions. Especially, the economic and fiscal dimensions of terrorism have become a more interesting topic in recent years. Because terrorist incidents have negative effects on variables, especially economic growth, from many channels and cause countries to reach to economic targets at all or later. In this study, firstly the conceptual framework of the concept of terrorism is drawn up and then both economic and fiscal effects of terrorism are emphasised. After that, the economic and fiscal impacts of the terrorist attacks are examined in terms of the Turkish economy, which has been forced to allocate a substantial amount of resources to fight against terrorism during about 40 years after 1980. Finally, suggestions are made on what measures can be taken to minimise the adverse effects of terrorism on the economy.
