Dünya’da İyi Uygulama Örnekleri Çerçevesinde Akademik Teşvik Sistemlerinin Analizi

Abstract

ÖZET

Çalışmanın amacı, akademik teşvik sistemlerini dünyadaki iyi uygulama örnekleri çerçevesinde analiz etmektir. Çalışmada, Avrupa Birliği kapsamında Almanya, Fransa, Hollanda, Belçika ve Finlandiya ile İngiltere’deki Oxford, Cambridge, LSE ve Amerika’daki Harvard, Stanford ve Yale üniversitelerindeki akademik teşvik sistemleri incelenmiştir. Çalışma, akademik teşvik sistemlerinin iyi uygulama örneklerini göstermesi açısından önemlidir. Çalışmada genel tarama yöntemi kullanılmıştır. İncelenen örnek ülkelerin araştırma teşvik sistemleri yüksek lisans, doktora ve doktora sonrası araştırmacılar için kişisel fonları, araştırma ve seyahat masrafları ve araştırma işbirlikleri gibi akademik faaliyetleri kapsamaktadır. Fonlar, genel olarak hükümet nezdinde ve özelde üniversite yönetimlerince sağlanmaktadır. Örnek üniversitelerdeki akademik teşvik sistemlerinin faaliyette bulundukları ülkelerde uygulanan genel teşvik sistemlerinden etkilendiği ancak kendilerine has özel tedbirler içerdiği görülmüştür.

SUMMARY

The aim of the study is to analyze the academic incentive systems within the framework of good practice examples in the world. The study examined the academic incentive systems in Germany, France, the Netherlands, Belgium and Finland within the European Union; Harvard, Stanford and Yale universities in USA and Oxford, Cambridge, LSE in UK. The study is important in terms of showing good practice examples of academic incentive systems. The general screening method was used in the study. The research incentive systems of the sample countries include funding several academic activities such as personal research, research collaborations, and travel support for postgraduate, doctoral and postdoctoral researchers. Funds are generally provided by the government and in the specific area by the university administrations. It has been observed that the academic incentive systems in the sample universities are influenced by the general incentive systems applied in the countries in which they operate, but contain special measures specific to them.
