From policies to politics: Reflections on Possible Institutional Innovations of the European Union

Abstract


The history of the European cohesion policy and particularly the varying efficacy of the structural funds in different states and regions of the Community elicits reflections which entrench the efficacy of policies in the institutional efficiency of the European integration processes (Olivi 2007).

Placing ourselves in the tradition of the sociology of public action, the theoretical results of an inter-regional comparative research is analysed, which has as its focus the implementational processes of cohesion policies in two Southern Italian Regions (Vinci 2013).

The research explores cohesion as quality of public action and higlights two dimensions of the cohesion of public action: the judicial-moral dimension and the organisational one.

The judicial-moral dimension concerns the agreements within the Union on the priority objectives of the Community, for example the identification in certain spheres (defence, immigration, credit and finance) of common policies (Castaldi 2018). The organisational dimension concerns the institutional innovations that are necessary to realise the common policies, for example the innovations necessary within the European Council or within the European Central Bank.

The concept of cohesion of public action appears a fruitful one as it outlines the morphology of a specific political space, the one of the European Community. One the one hand, it reflects the heterogeneity of the various national public actions, on the other it is destined to overcome the contradictions and the limits of multiple national democracies.
